Annual MLE Activities in Senegal

The Measurement, Learning & Evaluation (MLE) Project, the evaluation component of the Urban Reproductive Health Initiative, promotes evidence-based decision-making in the design of integrated family planning and reproductive health interventions. Implemented by country consortia in India, Kenya, Nigeria and Senegal, the Urban Reproductive Health Initiative aims to improve the health of the urban poor.

The MLE project collaborates with the four country consortia to measure the impact of their programs, use monitoring and evaluation results to adjust program activities and identify promising best practices.

The following are specific activities conducted by MLE for the country consortium in Senegal, called l’Initiative Sénégalaise de Santé Urbaine (ISSU).

2011 MLE Activities in Senegal


  • Conducted HH pre-survey activities (mapping, training of trainers and interviewers)
  • Conducted a training-of-trainers workshop and pre-tested facility-level survey tools
  • Trained interviewers (pharmacists and midwives) for facility-level survey and began data collection
  • Completed household-level data collection and data entry (first entry plus verification)
  • Completed facility-level data collection in more than 205 health facilities and 518 pharmacies including facility audits, exit interviews with clients and interviews with providers
  • Created entry system to be used for facility level data
  • Completed descriptive programmatically-relevant tables of individual- and facility-level baseline data
  • Held ISSU/MLE Data Use Workshop in collaboration with the Futures Institute, which was tailored to ISSU-specific questions and programmatic themes
  • Finalized outline for multi-city household-level baseline data report
  • Finalized outline for facility-level baseline data report
  • Developed a Joint Monitoring and Evaluation Strategy for Senegal in collaboration with ISSU
  • Worked in collaboration with ISSU to identify their updated 2012 targets based on the baseline results (Y3 Planning workshop)
  • Conducted an M&E 101 workshop for more than 25 participants from numerous countries throughout the Francophone Africa region
  • Completed draft Senegal Technical Working Paper

2010 MLE Activities in Senegal


  • Updated existing household sampling frame and selected study primary sampling units
  • Created innovative classification tool to identify poor and non-poor neighborhoods based on input from local leaders
  • Implemented tool to classify selected neighborhoods in the sample as poor and non-poor
  • Pre-tested and finalized baseline household survey tools
  • Conducted training of household interviewers
  • Began data collection
  • Created entry system to be used for baseline data
  • Held inception meeting with members of ISSU to develop a better understanding of the roles and responsibilities of MLE and ISSU
  • Completed paperwork for submission to appropriate in-country and US-based ethic review boards
  • Adapted the baseline survey instruments for population- and facility-based data collection
  • Identified in-country research partner; conducted capacity-building screening tool
  • Completed baseline interviews with key stakeholders
