PRIMARY RESPONSIBILITIES
• Provide technical support for the development and implementation of ME&R systems in projects, particularly in projects focusing on system strengthening / capacity building for human resources in health.
• Provide ongoing assistance with and oversight of results reporting.
• Provide technical support for operations research and special assessments (develop study design and methodology, including sampling procedures, and assist with implementation, analysis and write-up).
• Assist with development of tools, guidelines, reference materials. Of particular import will be the development of data collection instruments (mainly survey questionnaires and qualitative interview guides, with appropriate procedures for pilot testing, including assessing reliability and validity of measures).
• Perform data analysis: both quantitative and qualitative.
• Contribute to the dissemination and utilization of project results to inform project decision-making and share lessons learned with a global audience.
• Provide training and mentoring for field staff in ME&R.
• Participate in proposal development: writing M&E sections (including PMPs with indicators) for project proposals.
EDUCATION EXPERIENCE/REQUIREMENTS
• Master’s or doctoral degree in Public Health or social sciences
• Five or more years of pertinent experience in ME&R
• Significant experience working on health projects in developing countries
• Demonstrated expertise in research and evaluation designs and methods
• Strong conceptual ability
• Proficient in the use of databases and spread sheets

The Director, Strategic Information provides overall strategic leadership for program monitoring, evaluation and data use for program improvement. This position will oversee a solid team of senior level professionals globally who are responsible for data systems, policies, database development, data collection, data quality, reporting and data use. This individual will instill a culture of data use for program improvement across the organization. This position will also collaborate extensively with leadership of other departments and country teams in managing joint initiatives. More than 4000 health care sites report data to the Foundation quarterly, and this position oversees the integration and use of that information. H/she will provide technical support for data collection and analysis, use of evaluation tools and processes, and use of data for decision-making. The Director, Strategic Information will have substantial technical expertise in health project monitoring and evaluation, applied research, documentation. Extensive field experience in Africa is a requirement for this position.
Essential Responsibilities
Program Monitoring
• Develops, implements, and oversees an overall integrated M&E plan for all international program implementation efforts.
• Provides overall strategic leadership for M&E staff, and interfaces with global team to monitor program progress.
• Works cross-functionally across all program and research areas to promote and support data use.
• Manages a solid team to develop and implement monitoring plans and systems in order to track and report on project activities as well as results.
• Prepare annual work plans and budgets; and prepare performance monitoring reports.
• Oversees a team to manage data collection efforts and the preparation of performance monitoring reports.
• Experience with donor management and reporting, especially CDC and USAID is required.
• Oversees and contributes to monitoring plans for new proposals and agreements.
• Supports collection and management of strategic information in transitioning programs to local leadership, including systems design.
Data Use
• Implements and oversees a system of data use for program improvement.
• Oversees technical support to clinics, country offices and partners to develop their capacity for data analysis, use of evaluation tools and processes, and use of data for decision-making and program design.
• Guides the team on developing systems for routine use of program data for program improvement, including target setting, target tracking, results and strategies for improvement of collection of key indicators.
Data Quality
• Spearheads development of SOPs for monitoring data quality.
• Oversees routine data quality audits for global programs.
• Prepares regular reports on data quality.
Program Evaluation
• Directs a team to assist technical advisors in the field with targeted evaluation protocols.
• Support, mentor, guide and/or train field research staff in designing formative, qualitative and quantitative evaluations that will inform, monitor, and evaluate program activities.
• Oversees the development and/or identifies instruments to measure program implementation outcomes.
• Provides leadership to support the production of case studies, position papers, "lessons learned" documents, "white papers", and applied research papers.
Required Qualifications:
• PhD, DrPH, or an equivalent doctoral-level degree or an MD with Master’s level training, in public health, demography, epidemiology, biostatistics or a related field.
• 10-15 year(s) of relevant experience in public health evaluation and data management is essential. Research, HIV/AIDS and maternal and child health experience a plus.
• Minimum of five years experience working in Africa in a field-based program, including engaging with host country government systems for program reporting.
• Previous data management experience, international field experience and health programming experience required.
• Demonstrated ability to lead and manage a diverse group of senior professionals.
• Demonstrated ability to design and manage monitoring, evaluation and research activities.
• Experience in training and providing technical support to health professionals in monitoring and evaluation methodologies and tools.
• Experience with evaluating and reporting on results for federally-funded projects strongly preferred.
• A deep understanding of international HIV/AIDS programs, including PEPFAR, is strongly preferred.
• Demonstrated competency to the R4/S4 levels in English required.
• French competency to the R3/S3 levels a plus.

Reporting to the Country Director, the Senior Strategic Information Advisor will play a key role in support of the Rwanda Country Director in reporting, technical writing, research, external communications and overall achievement of the Rwanda Strategic Plan. The person will provide leadership, management, support, coordination and technical expertise for the implementation of high quality M&E, Research, and Communications supporting the implementation and continuing improvement of the integrated HIV clinical services program implemented by EGPAF/Rwanda in close collaboration with the Government of Rwanda’s health institutions.
The main responsibilities of the Sr Strategic Information Advisor include, but are not limited to:
Monitoring and Evaluation:
• Strengthen data-driven management and effective integration and use of M&E in EGPAF Rwanda’s program
• Work closely with technical staff to critically review data and data collection tools used at EGPAF health facility sites to improve these tools and optimize data quality and flow.
• Oversee the management of GLASER data base and use of GLASER generated reports.
• Work closely with EGPAF M&E and technical staff to develop abstracts, data reviews and assure high data quality.
• Work closely with the technical team to develop and update databases as necessary to facilitate high data quality, appropriate data analysis, and reporting
• Train EGPAF staff and build EGPAF staff capacity to train sites in M&E techniques, data collection, data analysis, data use in decision-making and data reporting.
• Conduct periodic sessions to improve M&E techniques, data collection, data analysis and data reporting at EGPAF sites with EGPAF technical team staff.
• Create an awareness of the rationale and importance of data collection and reporting for staff at EGPAF office and at its sites.
• Participate in selected internal or external meetings concerning M&E and other project activities as delegated by Country Director with various stakeholders, including the MOH, CNLS, USAID, CDC and others
• Work closely with EGPAF technical staff to identify and support priority M&E and research topics and develop an action plan for implementation
• Develop an in-country process to implement regular data audits at sites
• Develop, in conjunction with the technical team, a plan for documentation and dissemination of program implementation and results and best practices
Reporting:
• Responsible for the submission of all programmatic reporting required of EGPAF-Rwanda, including PEPFAR semiannual reports, USAID and Ibyringiro quarterly reports, MOH reports, success stories and financial reporting, if needed.
• Respond to requests for information from USAID or other stakeholders as requested.
• Responsible for the EGPAF/Rwanda monthly report due to EGPAF/HQ
• Work closely with USAID Strategic Information Officer, MEMS, and EGPAF HQ to assure appropriate reporting and target setting
Research:
• Support the in-country coordination and the implementation of the Public Health Evaluation of the HIV exposed infant feeding program, in close collaboration with our HQ research department
• Act as in country research point of contact and be the primary conduit for research related communication from the country team to the HQ research department and from the HQ Research department to the Country director and in-country team.
• Work closely with medical and technical staff to identify priority impact assessments and rapid assessments, research and program improvement opportunities as well as opportunities to utilize research results
• Build staff capacity in research and program evaluation/assessment
• Provide TA to the in-country team on research design and implementation and targeted evaluations to compliment quantitative data collected.
• Participate in fundraising efforts to secure funding for research activities (including preparation of concept notes, budgets, etc)
Supervision, Management and Representation:
• Supervise three positions, including one M&E Coordinator (who in turn, supervises 2 data entry staff), the PBF focal point and the Communications Officer.
• Mentor and conduct performance evaluations of supervised staff
• Form part of the EGPAF Rwanda core management team, regularly participate in management meetings
• Work closely with M&E and communications team to update, adjust and implement annual M&E and communications work plan
• Work closely with the Country Director and Technical Director to provide technical guidance to the initiatives of the country program
• Representing EGPAF Rwanda in national and international consultations, meetings and correspondence with other stakeholders, donors, MOH
Communications:
• Oversee both internal and external communications activities including development of communications materials (posters, flyers, and PowerPoint presentations), abstracts, IEC materials, success stories, best practice reports, papers and communication with key stakeholders.
• Build EGPAF staff capacity in writing high quality documents
• Work closely with technical team and support development of technical materials.
Qualifications, skills and knowledge:
• Proven experience in public health with a MPH, Masters or PhD in epidemiology or equivalent experience
• 5+ years experience in use of data and databases, program monitoring and evaluation, HIV and/or public health program management, statistics, communications and/or other related area, in a development context.
• Technical research skills and experience designing, planning and conducting research
• Extensive knowledge of program activities, including HIV service delivery, MCH, public health, internal and external communications strategies.
• Proven leadership and management experience required.
• Knowledge of principles and practices governing USAID and/or other US Federal grant programs
• Good understanding of international development sector (NGO, direct bilateral, multilateral relationships)
• Fluency in English both written and oral and strong proficiency in French.
• Excellent oral and written communications skills
• Proven experience writing abstracts, proposals and reports
• Ability to manage multiple priorities and projects
• Strong teamwork skills

SUMMER SCHOOL PROGRAMME
The Brocher Summer Academy in Global Population Health aims to introduce graduate students and researchers to population-level bioethics. The Academy hopes to stimulate high-level academic work on ethical issues in population health and global health and to bring ethical dimensions of population and global health to the attention of policy makers and practitioners. The Academy’s seminars will draw on the resources of many disciplines to identify the key ethical issues, and to apply a variety of problem-solving strategies to their resolution. Ethical analysis and reasoning thus joins the methods of the social and biological sciences in contributing to the global project of relieving the burden of disease.
The 2010 Academy in Global Population Health will focus on “Measurement and Ethical Evaluation of health Inequalities”. A substantive focus will be given to the following topics:
• How should we rank distributions of health across populations in order of inequality?
• What are the ethical implications of using different measures of health inequalities?
• Which -if any- of the common measures of economic inequality are informative when applied to health?

2. MONITORING AND EVALUATION OF POPULATION, HEALTH AND NUTRITION PROGRAMS August 2 - 20, 2010 Addis Ababa, Ethiopia
USAID's MEASURE Evaluation Project is pleased to announce an opportunity for training in monitoring and evaluation for professionals in the Anglophone Africa region. The regional workshop on "Monitoring and Evaluation of Population, Health and Nutrition Programs" will take place August 2-20, 2010 in Addis Ababa, Ethiopia. This three-week course is offered in collaboration with the Ethiopian Public Health Association, the School of Public Health and the Institute of Population Studies, Addis Ababa University, and will provide intensive, hands-on training in the fundamentals of monitoring and evaluation. The course will target mid-level health and population officers, program managers and other professionals involved with the implementation of population, health and nutrition programs in the Anglophone Africa region.
A limited number of MEASURE Evaluation fellowships are available to citizens of USAID-assisted countries.
All applications must be received by May 15, 2010.

3. Evaluating Social Programs: Executive Training at J-PAL South Asia J-PAL South Asia announces its annual Executive Education Course. This five-day program on evaluating social programs will provide a thorough understanding of randomized evaluations and pragmatic step-by-step training for conducting one¹s own evaluation. While the course focuses on randomized evaluations, many of the topics, such as measuring outcomes and dealing with threats to the validity of an evaluation, are relevant for other methodologies.
Program Objectives
This course is designed for people from a variety of backgrounds: managers and researchers from international development organizations, foundations, governments and non-governmental organizations from around the world, as well as trained economists looking to retool.
