Intergenerational approaches to the HIV response in Mozambique

1. Background Information
1.1 HelpAge International - Mozambique
HelpAge International is an international NGO striving for the rights of disadvantaged older people to economic and physical security, healthcare and social services, and support in their care giving roles across the generations. HelpAge International has been operational in Mozambique since the 1988 and currently operates in four Provinces: Tete, Gaza, Maputo and Maputo Cidade. In Tete province HelpAge implements programmes in partnership with local NGO partners and community based committees, whilst in other parts of the country projects are implemented by partner prganizations.
1.2 Overview of the Living Together 3: Intergenerational approaches to the HIV response in Mozambique
The Living Together Project is implemented in Tete and Gaza Provinces. The third phase of the project focused on consolidating work in 37 communities in Changara district in Tete province and Chokwe district in Gaza province, whilst expanding in Chokwe to two further communities and in Tete to five new communities in the neighbouring District of Cahora Bassa.
The overall aim is to improve the quality of life of people affected by HIV/AIDS in Mozambique. The purpose of the project is to reduce the impact of HIV on children, people living with HIV and those who care for them, especially vulnerable children cared for by older people in 44 communities in Tete and Gaza – through strengthened, informed and connected community structures implementing local social protection mechanisms and providing practical support to achieve rights and entitlements.
HelpAge implement the programme directly through its offices in Tete and through its partner Vukoxa, an association of older people, in Gaza.
The estimated total population of these 44 communities is 159,440 including the town of Chokwe which alone has over 63,000 people. The project is expected to directly benefit at least 60% of OVC in these communities. The direct beneficiaries were estimated to number over 11,000 children while reaching over 2,500 older people.
The key targets of the project at purpose level are;
· 50% of OVCs, PLWHA & OP in target communities accessing 4 or more basic services.
· 30 communities have functioning committees, show connection with government and other service providers, and are implementing their own plans for support to target groups
· Government in 1 province and 3 districts has functioning coordination mechanisms for support to OVC and older carers.
The project has two expected results and these and their respective outcome indicators are shown below;
Result 1: Community mechanisms, in collaboration with government and other actors, facilitate and ensure access for the most vulnerable to six basic services of health, nutrition, education, financial, legal and psychosocial.
Targets/ Indicators:
· 60% of older people, children and PLWHA in target communities have the necessary identity documents to enable them to access services for which they are eligible
• 40 % of vulnerable children, older people and PLWHA access appropriate health services.
• 50% of target households in target communities report increased variety of nutritious food consumption
• 100% of vulnerable children of school age, integrated into schools and 95% are passing to the next grade
• 15 communities managing successful social assistance schemes providing practical or financial support to 16,000 people.
• 50% OVC in target communities access psycho social support through day care centres, counselors, listeners, storytellers or memory books
Result 2: Government, communities, community organizations and NGOs working with OVCs and older people have increased capacity to address the impacts of HIV as experienced by these groups.
Targets / Indicators:
· OVCTWG set with regularly updated information on OVC situation and response.
· Provincial and districts governments strengthened to reach rural communities with services
· 3 district plans reflect older carers and OVC needs in relation to HIV response
· 39 community plans reviewed annually, 70% of which include need of older carers
· 30 community committees implement at least 40% of planned actions on annual basis.
· 4 associations (older carers group or PLWHA groups) registered by end year 3
· 10 communities fundraising and managing own donor funded projects
· Community based monitoring functioning in 16 communities
· 50% of beneficiaries are able to describe 3 or more of their rights in relation to basic service provision, participation in governance, family law including inheritance rights and right to security, disaggregated by gender.
· 600 community activists trained to provide services and linked to relevant government departments.
Additional component:
During the period of project implementation, the Mozambican Government launched the accelerated prevention strategy for HIV. This is a national strategy designed to respond effectively to rising prevalence levels particularly in the south. Given the role of older people as educators, carers, guardians of tradition and social norms, advisers on health seeking behaviors of key groups in the community (particularly pregnant women), it is important that the accelerated prevention strategy is clearly understood by this often neglected group, and that the dissemination of the strategy is appropriate to this group and to those in their care.
2 Main Objective of the Consultancy The objective of this evaluation therefore is;
· to determine progress towards achievement of the expected results of the project based on the criteria of relevance, impact, effectiveness, efficiency and appropriate, sustainability.
· To identify the best practices and innovations and lessons learned in the areas of community mobilization, capacity building and access to basic services.
· To focus specifically on gathering qualitative and quantitative data on the level of understanding of the accelerated prevention strategy by OVCs and older carers, making recommendations as to options for adapting and presenting the key messages of the strategy in an appropriate way to engage older people as both recipients of the message for themselves and as key agents in effective transmission of the message. This would form an important part of the consolidation strategy for the final phase of the programme.
· To give recommendations and suggestions for course correction at both operational and strategy level for the final consolidation phase to be implemented between January 2010 and December 2011.
2.1 Design and Scope of Work This consultancy is expected to perform the following;
Key Tasks: The key tasks for this consultancy will be to;
1) Develop a short inception report detailing among other things; the process and methodologies to be employed to achieve the objective of this consultancy as stated above.
2) Undertake desk review of the relevant project documents that include the PCA agreement; baseline and monthly reports; community monitoring synthesis reports, annual implementation plans; and other relevant documents
3) Review relevant Mozambique development strategy documents in view of the project focus PNPI; PARPA; PENII and accelerated prevention strategy.
4) Design data collection methodology and refine data collection tools including translation to the local language.
5) Conduct a comprehensive field based project evaluation [using both quantitative and qualitative data collection methods] as a means of providing insights on support received through the project and collect data on targets– based on indicators as documented in the project proposal and performance monitoring and evaluation framework
6) Present the draft report to HelpAge International- Mozambique program team for first review before producing a second draft
7) Present a Draft Review Report (2nd draft report) to HelpAge International; the implementing partners and other stakeholders in workshop to facilitate sharing of evaluation results with a view to incorporate inputs from project stakeholders in the final draft.
8) Submit a Final Review Report to HelpAge International-Mozambique as stated in the consultancy contract.

3. Duration of the Consultancy
HelpAge anticipates all these processes and tasks will take not more than 28 working days with effect from 28 January 2010
The Consultant/Consultancy Firm should develop a feasible work plan/activity
schedule and budget covering a maximum of 28 days and submit them as integral part of the proposal for this consultancy.
4. Requirements To successfully undertake this assignment, the lead consultant should meet the
following minimum requirements:
· Academic background in Social Sciences with a minimum of Masters Degree qualification
· Fluent in Portuguese written and spoken and fluency in Shangaan or Nyungwe would be an advantage.
· A strong track record in evaluations and research in the areas of Health, HIV&AIDS and Rights programming.
· Experience in using a range of qualitative and quantitative data collection and analysis methods
· Strong analytical and report writing skills
· Demonstrable capacity to deliver high quality outputs within the proposed timeframe.
· Demonstrated good understanding of Mozambique’s development agenda

6. INDEPENDENT REVIEW OF THE UNICEF – SAVE THE CHILDREN ALLIANCE CLUSTER CO-LEADERSHIP ARRANGEMENT
CONSULTANCY ANNOUNCEMENT: PARTNERSHIPS EVALUATION EXPERT(S)
Background and Objectives
The cluster approach, envisioned as a means of enhancing coordination and accountability in humanitarian response and recovery, constitutes a key pillar of humanitarian reform. Among the sector clusters established in the momentum of reform, the Education Cluster is the most recently created. It is also marked by unique institutional arrangements: whereas most other clusters are led by a single agency, the Education Cluster is co-led by UNICEF and the Save the Children Alliance at both the global and country levels. Owing to these distinct institutional arrangements, and the additional challenges they might entail beyond those of single-agency cluster coordination, the 2007 memorandum of understanding between the two co-lead agencies stipulates that a review of the co-leadership arrangement take place within two years of the cluster’s creation. (A full-scale evaluation of the Global Education Cluster itself is slated for 2010.)
In December 2009, the Steering Group of the Global Education Cluster approached UNICEF’s Evaluation Office to seek its guidance in developing the parameters of the review of the co-leadership arrangement. The GEC Steering Group is currently entertaining three potential options posed by the Evaluation Office for the present review. These are as follows:
Option 1: A Stand-Alone Evaluability Study. The main objective of this exercise would be to determine how feasible it is to evaluate the co-leadership arrangement at its present stage of development, and if it were to be evaluated, what specific indicators might be used to measure the arrangement’s performance to date. The primary method used would likely be a documentary desk review, supplemented by one-on-one interviews with select stakeholders and, if feasible, direct observation of relevant meetings.
Option 2: A Stand-Alone Management Review Study. The main objective of this exercise would be to uncover aspects of the cluster co-leadership arrangement that are working well and those that are working less well, in order to enable the cluster co-lead agencies to take corrective action and to inform relevant aspects of the later Education Cluster evaluation. The exercise would take a mixed-method approach, likely relying with roughly equal weight on a desk review, interviews and focus groups with a wider range of stakeholders, and observations of relevant meetings. In addition, in order to obtain a sense of the overall relevance and value-added of the co-leadership arrangement, this study would likely deploy a survey of stakeholders in countries where the Education Cluster is co-led versus those where it is not.
Option 3: A Combined Evaluability and Management Review Study. This exercise would combine the objectives, scope and methods, and overall recommendations areas of Options 1 and 2, albeit with a larger budget in order to account for the additional resources required to attain broader scope within the same limited timeframe.
The twofold purpose of each of these options would also essentially be the same: (1) to suggest what if any changes should be made to the co-leadership arrangement in order to enhance its relevance, effectiveness and efficiency; and (2) to serve as one input to inform the timing and parameters of the up-coming evaluation of the Global Education Cluster itself. However, with respect to the first purpose, the Evaluability Study would offer recommendations on changes to the co-leadership arrangement’s overall architecture (as stipulated in its guiding documents), whereas the Review Study would offer recommendations on changes to this level as well as to the co-leadership arrangement’s overall functioning (as borne out in other data sources).
Toward this end, the Evaluation Office is seeking to recruit an evaluation consultant (or, in the case of Option 3, two consultants) to complete this independent review, from study design and instrument development to data collection and analysis and report drafting.
Consultant Duties and Profile
The Evaluation Office envisages one or two consultants for this project (i.e., one consultant if Option 1 or 2 is chosen, two consultants if Option 3 is chosen). Whether one or two consultants are selected, the chief responsibilities will be the same. Consultant responsibilities will be to:
· Develop the specific methodology and work plan for the review, in consultation with the UNICEF and Save the Children evaluation offices/staff;
· Write the inception report and incorporate comments to it from the UNICEF and Save the Children evaluation offices/staff, as well as GEC Steering Group members;
· Develop all data collection instruments and incorporate comments to these from the UNICEF and Save the Children evaluation staff;
· Conduct a team kick-off meeting to provide team members with relevant background information and agree on a data collection and analysis plan;
· Conduct all data collection, including desk review, interviews, observations, and surveys, as necessary;
· Conduct a data analysis session with the team members and ensure that all relevant data are taken into account in the data analysis; and
· Draft the review report and incorporate comments to it from the Evaluation Office, the GEC Steering Group, and others.
In addition, should Option 3 be chosen, it will be necessary to task one of the consultants with the evaluability component and the other with the management review component – and for one of the two consultants to serve as Team Leader for the exercise overall. In this scenario, the designated consultant will lead the review team, ensuring that it meets the requirements set forth in the project Terms of Reference (ToR). S/He will have ultimate responsibility for the successful completion of the review. As such, his or her management responsibilities will be to:
· Undertake the overall planning of the review in consultation with the UNICEF and Save the Children evaluation offices/staff;
· Ensure that activities and outputs described in the ToR (e.g., inception report, data collection instruments, draft report, and so on) are completed in a timely fashion;
· Ensure that the review is conducted in line with the United Nations Evaluation Group (UNEG) Norms and Standards;
· Review the other consultant’s contributions, including his or her contributions to the draft report, providing supervision and guidance as necessary to ensure that his or her outputs are in line with the ToR and his or her contract;
· Edit the other consultant’s contributions to the draft report into a unified, consolidated report draft; and
· Ensure good communications within the team and between the team and the UNICEF and Save the Children evaluation offices/staff.
Relevant qualifications for the consultant(s) are as follows:
· Doctoral or master’s degree in education, policy, organizational management, organizational psychology, evaluation, or one of the social sciences, with at least 5 years of professional experience conducting evaluations, evaluability studies and/or other evaluative exercises (e.g., reviews, assessments);
· Direct experience conducting evaluative exercises (e.g., evaluations, reviews, assessments) of partnerships or other collaborative relationships;
· First-hand knowledge of the cluster approach and humanitarian reform;
· First-hand knowledge of and experience with the UN system and the NGO community;
· Proficiency in both qualitative and quantitative data collection and analytical methods, including the development of indicators;
· Fluency in English;
· Excellent communication skills, particularly the ability to clearly and succinctly convey data analysis concepts, methods, and results to audiences with varying levels of prior background in evaluation;
· Demonstrated track record for completing evaluative exercises on time and on budget;
· Demonstrated track record for fostering a positive and results-oriented team environment; and
· Demonstrated ability to work independently, while at the same time receiving feedback from others.
Furthermore, should Option 3 be selected, the candidate selected for the Team Leader position will additionally be expected to possess demonstrated ability to effectively lead a team.
Duration and Management of the Consultancies
The duration of the consultancy, regardless of which of the three options is selected, will be from 25 January to 31 March 2010, and will entail a total of 25-45 work days on the part of the consultant during this period, depending on which option is pursued and which capacity the consultant serves in. The key output associated with the review, the draft report, will be due in mid-March 2010, with the consultant(s) to address GEC Steering Group comments thereafter.
The consultant(s) will report to and be jointly managed by two evaluation managers representing, respectively, the evaluation offices of UNICEF and Save the Children. No reference group is envisaged for the review at present, but feedback will be provided by the co-leadership’s principals at key junctures of the project (i.e., in reviewing the inception report and draft report).
Payment The consultant(s) will be paid in two instalments, one midway through the assignment and the remainder upon completion of the assignment. Travel will be required to Geneva, New York and/or London for a limited period, and will be paid separately and directly by UNICEF or Save the Children.
