Call for Proposals: UAFC Impact Research in Nigeria, Cameroon and Zimbabwe

The Universal Access to Female Condom (UAFC) Joint Programme, an initiative of four Dutch organisations, aims to make female condoms accessible, affordable and available for all. UAFC plans a research to assess the impact of large scale female condom country programming.
The UAFC Joint programme regularly gets questions from (potential) donors, policy makers and program developers to provide evidence based data and especially on the following topics:
* the acceptability of the female condom;
* the impact of female condom programming on the HIV epidemics and the rates of unwanted pregnancies;
* on the influence of male involvement on the uptake of the female condom use.
As the majority of FC existing research focuses on acceptability of female condoms while no evidence based data exists on the impact of female condom use on HIV rates and numbers of unwanted pregnancies and a only some information on male involvement, the UAFC joint programme wants to focus its research on the last two subjects; impact on HIV rates and number of unwanted pregnancies and male involvement.

Global Health Estimates Publications
“In November 2010, PLoS Medicine published a cluster of six articles from a series of experts that provide insights and opinion on what estimates mean for global health and how to move forward with better data, measurement, coordination, and leadership. Virtual Leadership Development Program (VLDP) for teams working in M&E of HIV/AIDS, FP/RH and Infectious Disease programs in Francophone Africa

The USAID MEASURE Evaluation Project invites you to submit your application for the Virtual Leadership Development Program (VLDP) for teams working in monitoring and evaluation (M&E) of HIV / AIDS, Family Planning / Reproductive Health and Infectious Disease programs in francophone Africa. This program will be conducted in French language. The program's main objective is to strengthen leadership teams working in the collection, analysis and use of health data at all levels of an organization, so that teams are able to identify existing M&E challenges and successfully address them in achieving their desired results.
The VLDP: The VLDP is a leadership development program that is hosted on the Internet and uses a combination of instructional approaches, both virtual and face to face. The program extends over a period of thirteen weeks, beginning January 24, 2011 and ending on April 22, 2011, and consists of seven instructional modules that participants work through, accompanied by “virtual” facilitation from program staff. Participants also receive a printed workbook that mirrors the web content to assist them in following and completing assignments when they may be temporarily without Internet access. The VLDP is designed for use by healthcare organizations from both public and private sectors that wish to strengthen the leadership capacity of their teams. The experience of applying the VLDP in Africa, Latin America, the Caribbean, the Middle East and Eastern Europe has shown that participation in the program enhances individual leadership skills, improves the working climate and team performance, and inspires individuals and teams to identify and successfully address the key issues in their organizations.
In the program, participants will work in teams to identify key M&E obstacles that can be addressed through strengthened leadership practices. The MEASURE Evaluation VLDP strengthens participants' capacity to implement action plans and strategies to address identified problems. During the VLDP, participants will work both independently on the website and in their groups during regular team meetings.
The VLDP recruits teams and not individuals. The team size varies from 4 to 10 people. Teams must be able to meet face to face for several hours at least once during each of the 7 modules. The program is designed for teams that regularly work together and can make a firm commitment to do everything necessary to achieve program success.
MEASURE Evaluation welcomes applications from all qualified teams, with special consideration given to public sector teams and indigenous NGOs. Virtual Leadership Development Program (VLDP) for local public and private sector family planning/reproductive health teams working in M&E in Anglophone countries

USAID’s MEASURE Evaluation Population and Reproductive Health (PRH) Associate Award is pleased to announce a Virtual Leadership Development Program (VLDP) for local public and private sector family planning/reproductive health teams working in monitoring and evaluation (M&E) in Anglophone countries. PRH priority countries are especially encouraged to apply but all qualified applications will be considered. The main goal of this VLDP is to empower those involved in the collection, analysis, and use of health data, at all levels of an organization, to lead teams to face their M&E challenges and achieve their desired results.
The VLDP M&E is designed to strengthen leadership and management practices for both public and private sector organizations. Experience delivering the VLDP in Africa, Latin America, the Caribbean, Eastern Europe, the Middle East, and Asia has shown that participation in this leadership program strengthens individual leadership skills, improves team work climate and results in stronger teams that deliver improved performance.
The VLDP is comprised of thirteen-week Internet-based facilitated modules on leadership development that are hosted on the VLDP website of MEASURE Evaluation partner, Management Sciences for Health (MSH). A highly interactive learning program, the VLDP consists of seven learning modules, a supplementary participant workbook, expert virtual facilitation from experienced leadership and organizational development specialists along with M&E experts who will provide continual support, feedback and guidance to participating teams during the program. During the program, participants work in teams to identify key leadership challenges within their units and organizations that can be addressed through strengthened Leadership and management practices, and they develop and implement action plans to being successfully address these challenges.
The program will begin on February 14, 2011 and conclude on May 13, 2011. This VLDP is being offered free of charge to qualified teams. The cost of the program is being supported by USAID.
This announcement is not only intended to inform you of the availability of the program, but also to ask for referrals of applicants. There may be promising teams working in M&E of family planning and reproductive health programs that would be able to increase their contributions to this field in your country by enhancing their leadership skills through this program. We would therefore appreciate your forwarding this announcement to potential applicants.
