The Global Health Fellows Program II is seeking a Technical Advisor III: Evaluation Advisor (GHFP II-P1-004) in Addis Ababa, Ethiopia. The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-II's goal is to improve the effectiveness of USAID health programs by developing and increasing the capacity of health professionals with tailored development opportunities. This is accomplished through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels, and professional development activities aimed to enhance the technical and leadership skills of global health professionals.

The M&E Advisor provides technical assistance in monitoring and evaluation of American Red Cross International Services programs. S/he reports to the Senior M&E Advisor and works within the Program Integration Unit. The M&E Advisor provides technical support to the development, planning, monitoring, reporting, evaluation, and the integration of monitoring and evaluation of recovery, long term and response programs.

We are looking for an enthusiastic individual to support the development and implementation of an organization-wide monitoring and impact evaluation program. Reporting to the Head of Policy and Campaigns, you will be responsible for:
•managing the Charity’s strategic monitoring and impact evaluation activities and supporting the review and development of further strategies
•leading the evaluation of key organizational projects
•managing the development of effective systems for recording internally and externally generated data and using this to inform communications
•championing the power of evaluating impact
The successful applicant will have experience of developing, implementing and reporting on qualitative and quantitative evaluation projects as well as good communication skills. Excellent management skills and a demonstrable ability to engage other staff in the value of monitoring and evaluating impact is essential.
