I. E-Learning Courses
Two new PEPFAR eLearning courses that specifically address using data in decision making are available on the U.S. Agency for International Development’s Global Health eLearning Center: http://www.globalhealthlearning.org/

    * Data Use for Program Managers: Provides learners with a systematic approach to planning for the use of data, specifically within the field of HIV/AIDS.

    * Geographic Approaches to Global Health: Acquaints learners with spatial data and the use of such data to enhance the decision-making process for health program implementation in limited resource settings.

In response to the growing demand for timely technical and programmatic information, USAID, OGAC, CDC and other PEPFAR agencies and implementing partners (including MEASURE Evaluation) joined together to develop these courses.

All courses are free, can be completed at your own pace and convenience, and are accessible anywhere an internet connection is available. One-time registration at www.globalhealthlearning.org will give you free access to the courses, as well as more than 40 other courses on a variety of global health topics.


II. Call for proposals: Case studies series on the policy influence of impact studies
Deadline: February 28, 2011

The International Initiative for Impact Evaluation (3ie) is inviting proposals to conduct a series of case studies on the policy influence of impact studies. These studies would identify factors that contribute to or impede evidence from rigorous impact evaluations to influence policy. It would look at individuals, institutions, laws and regulations, as well as the approach used to engage with key stakeholders and communicate the findings to improve research uptake and policy impact.

The studies should include both cases that appear to have been ‘success stories’, such as Mexico’s Oportunidades program, as well as cases where the policy decisions were not aligned with the recommendations ensuing from the impact evaluations, such as the Bangladesh Integrated Nutrition Project or Nicaragua’s Social Protection Network (Red de Protección Social). Other interesting examples could include but not be limited to China’s Paying for Performance in the Battle Against Anemia Program and Rwanda’s Performance Based Financing in Health.

Teams are invited to present proposals either for individual case-studies, or a set thereof, and can also indicate their interest in both options.

III. Consultancies
UN Women Short-Term Consultancy for Individual/Company
UN Women is seeking the services of qualified consultants/ company to undertake a Thematic Evaluation of UN Women Action to End Violence against Women (VAW) in the East and Horn of Africa sub-region. The objectives of the thematic evaluation are:

1)      To analyze the relevance, effectiveness, efficiency and sustainability of UN Women action to end VAW from both a sub-regional perspective and at country level

2)      To identify strengths, weaknesses, challenges and current trends in UN Women initiatives that have implications for strengthening its future managerial, programmatic and funding directions

3)      To provide forward-looking recommendations and a potential Theory of Change to strengthen programming in the area of VAW in the sub-region.

The evaluation will have a total duration of 6 months with draft results to be presented for discussion by August 2011. Technical and financial proposals should be submitted by 22th February to jane.oteba@unwomen.org and caspar.merkle@unwomen.org. UN Evaluation Group Short-Term Consultancy
The UN Evaluation group (UNEG) Task Force on Impact Evaluation is seeking the services of an experienced evaluation expert to produce guidance material on Impact Evaluation of Normative and Institutional Support work. The consultancy will have a duration of 20 working days during the period of February- April 2011, with a draft guidance to be presented to UNEG in mid March.

Oxfam Intermon Short-Term Consultancy - SPANISH LANGUAGE
Oxfam Intermon is looking for a principal evaluator for 3 of its programs on violence against women and girls in Colombia, Guatemala and Morroco. Please see the attached TOR (in Spanish) for more details. Submissions due by February 14th.
