Call for proposals: Fund for Evaluation in Youth Employment
Deadline: 7 September 2010
Youth Employment Network (YEN) is an interagency partnership of the UN, ILO and the World Bank established after the Millennium Summit in 2001 to find new and durable solutions to the youth employment challenge. The Fund for Evaluation in Youth Employment has been set up by YEN to contribute to the evidence gap for effective program design and delivery. The Fund provides technical and financial support to qualified organizations for designing and conducting their impact evaluation.
Interested parties are asked to submit a proposal to receive technical and financial support for conducting an impact evaluation of a youth entrepreneurship project. To be eligible to receive support, please fill out the attached application form and submit it to yenetwork@ilo.org by September 7, 2010.

Post-Graduate Diploma in Health Economics, Health Care Financing and Health Policy

In collaboration with MEASURE Evaluation, the Public Health Foundation of India (PHFI) has developed a monitoring and evaluation course in their Post Graduate Diploma Program in Health Economics, Health Care Financing and Health Policy, designed to increase the number of monitoring and evaluation specialists in the Asia region. Instruction is in English.
The overall goal of this course is to increase awareness and appreciation of the need for incorporating analytical perspectives
(economics, policy and systems) to various public health issues, and impart the skills to do so. It will provide a fundamental understanding of key issues in health economics, health financing, monitoring and evaluation, health policy and health systems for informed decision-making.
MEASURE Evaluation will offer a limited number of fellowships for the 2010-2011 Diploma program. Applicants interested in this fellowship must be from the USAID-assisted developing countries in the Asia region and be involved in monitoring and/or evaluation of population, health and nutrition programs of governmental or non-governmental organizations.

New Publications
UNDG MDG Good Practices
This publication of the United Nations Development Group, covers ‘good practices’ that seek to address specific constraints and challenges in achieving the Millennium Development Goals, in each country’s context. The publication provides evidence on different approaches to achieving the various MDGs and the importance of recognizing the synergies between these and the Internationally Agreed Development Goals. Some case studies may be familiar while others may serve as technical references
for development practitioners. They demonstrate that, even under resource-constrained circumstances, there are innovative ways of overcoming obstacles to accelerate progress. Chapter 3 specifically highlights Health interventions.

3. Global Health Fellows Program (GHFP) – United States Agency for International Development (USAID) - Monitoring and Evaluation OVC Technical Advisor (Washington, DC)

The Monitoring and Evaluation OVC Technical Advisor (the Advisor) will work in the Global Health Bureau’s Office of HIV/AIDS in the Implementation Support (IS) Division. The Advisor is expected to work as a key member of the Youth and Orphans and Vulnerable Children (OVC) Team. S/he is also expected to be part of the Measure Evaluation management team. This position is an excellent opportunity for an experienced evaluation specialist, skilled in working across multiple constituencies, to provide key leadership in the development and implementation of OVC research and evaluation strategies, analysis of data, dissemination of evaluation findings, developing data-based project recommendations, program results and sharing best practices.
