Senior Learning Officer, Transparency and Accountability Initiative

The Senior Learning Officer will lead our monitoring, evaluation, and learning (MEL) efforts, with a particular focus on reinforcing donor learning around priority thematic work streams and grant making practice. This is a core part of our new strategy. Drawing on donor programming, as well as the latest evidence from the global governance field and the broader development sector, the Senior Learning Officer will help to synthesize learning and facilitate its uptake and application by the member donors. Providing guidance on how to support grantee learning, both through grant making and through support to networks of practitioners and researchers, will be an important component of this work.

The Senior Learning Officer will also develop and implement an MEL plan aligned to the broader T/AI strategy. This includes working with members on the challenge of measuring shared impact. The Senior Learning Officer should be ready to adapt different MEL approaches to the needs and context of a donor collaborative, with an emphasis on approaches, tools and systems that are demonstrably useful to donor members (and, in turn, grantees), realistic in their demands on T/AI and member staff, and ambitious in attempting to measure results in a challenging area.
